Online shopping now packaged with extra tax

Irish shoppers ordering from sites such as Temu, Shein and many UK retailers are starting to feel the impact of new EU customs rules introducing a €3 charge on many low-value imports from outside the bloc. It marks the end of a system that allowed millions of small parcels to arrive with little or no customs intervention, and it will inevitably change the way people shop online.

For years, goods valued below €150 benefited from the ‘de minimis’ exemption. In simple terms, low-value imports avoided customs duty because collecting small amounts wasn’t worth the effort. That exemption is now being phased out as part of a wider overhaul of the EU’s customs system.

Last year alone, almost six billion low-value parcels entered the European Union, an amazing figure that reflects the huge growth of direct-to-consumer online shopping, particularly from Chinese websites.

European retailers have long argued the old setup was unfair. Businesses based within the EU collect VAT, comply with product safety rules and face routine customs checks. Meanwhile, overseas platforms have been able to send vast volumes of inexpensive goods directly to customers with far fewer hurdles. EU officials argue the changes are designed to level the playing field, while also taking advantage of customs systems that can now process small imports far more efficiently.

For shoppers, the practical question is simple: what will it cost? The charge is €3 per item rather than per parcel. That means a parcel of low-cost items can quickly become less of a bargain once the extra charges are added on. Many larger platforms are expected to collect the fee at checkout, so customers will pay upfront without thinking twice about it.

Where that doesn’t happen, parcels may be held until payment is made. Customers will be contacted by the delivery company and given a certain time to pay the charge before the item is returned.

That’s where things start to get messy. If An Post has to collect the charge after arrival, an additional administration fee will be applied on top of customs charges plus VAT. So what looked like a bargain online can end up costing you far more by the time it reaches your doorstep.

Returns will also become more expensive. While retailers may refund the purchase price, customs charges, handling fees and, in some cases, VAT may not be returned. That matters most for clothing, where ordering multiple sizes and sending back what doesn’t fit has become routine for many shoppers.

But goods shipped from Northern Ireland are expected to remain outside the scope of the charge under the Windsor Framework. Likewise, many major retailers already hold stock in EU warehouses. In those cases, goods have already cleared customs in bulk, so the additional charge won’t apply.

An Post is also warning customers to stay alert. Whenever new charges appear, scams are never far behind. Fake texts and emails demanding customs payments are likely to increase, and shoppers should be wary of any message asking them to click a link about a held parcel. Legitimate requests will come only through official customs payment channels.

The changes aren’t aimed solely at consumers. They’re designed to give European retailers a more level footing against overseas platforms that have reshaped online shopping over the past decade. Some UK retailers have already raised concerns about added costs and complexity, while smaller businesses may decide the Irish market simply isn’t worth the hassle.

For consumers, shopping from outside the EU is becoming slightly more expensive and less convenient. Cheap online shopping will not disappear, but the good times of overseas bargains being effortless are ending. From here on, the small print will matter.
